Use of Council Owned Sporting Facilities
The Council own both the Market Street and South Street recreational facilities. It also owns the land on which the football changing rooms are situated on Broadmeadows. It further manages and supervises the two football pitches and the cricket pitch on Broadmeadows.
The policy of the council is to encourage residents to participate in sporting activity. As a result it provides its facilities free of charge to local teams. where demand is greater than supply the broadmeadows football pitches are on the greatest percentage number of South Normanton residents
PURCHASING POLICY
The Council always seek to maximise its spending locally where this is appropriate and possible provided that quotations received reflect best value for south normanton council tax payers.
INCOME POLICY
The Council will also seek to supplement its expenditure with grants, where appropriate and available. During the past five years, nearly £500,000 has been secured to supplment the money raised by the council from council tax.
‘FREE RESOURCE’
The Council will also consider where appropriate, supporting local groups under section 137 of the local government act 1972.
POWERS AND DUTIES
Powers and Duties:
1. The Council can only do what is specifically proscribed by law.
2. It cannot do anything which is NOT covered by law.
3. The Council has limited general power to do what it chooses for the benefit of the community under Section 137 of the 1972 Local Government Act, provided that all money so spent is commensurate with the benefit received by the community as a whole or organisations within the community. The Council cannot benefit any specific individual.
4. the Council’s ‘reason for being’ is to make lawful decisions on behalf of its parishioners.
DUTIES THE COUNCIL MUST COMPLY WITH:
appoint a Chairperson
appoint a Clerk
appoint a Responsible Financial Officer
appoint an indepenent auditor
hold a minimum of THREE meeing each year
hold an annual meeting of the Council in May
ensure all meetings can be accessed by members of the public unless the business to be discussed is confidential or prejudical.
